PSI Providing Instruction and Assistance to Governments Throughout the Hemisphere

Washington DC, Autumn 2005 - The PSI Group is a part of an experiment in providing leading edge information to public officials throughout the Western Hemisphere. This work is being spearheaded by the Organization of American States, which has invited PSI Principal, Charles Kaylor to serve as Academic Coordinator for the Educational Portal of the Americas' course on electronic government strategic planning. (The OAS is the equivalent of the United Nations, serving the Americas.)

Among the enormous challenges confronting small governments around the world is developing the know-how to address the challenges of technology planning and implementation. Technology may, in fact, provide the opportunity for far-flung officials to learn more about technology. The distance learning model can be a helpful aid to sharing best practices and strategic planning assistance to those governments and agencies that might otherwise lack the tools internally.

PSI was first contacted by officials at the Organization of American States' Inter-American Agency for Cooperation and Development in 2003 about its research and expertise in local government technology planning and benchmarking. This dialogue led to Kaylor being invited to participate in the development of the English-language curriculum for the Portal.
