Charles Kaylor, founder and Director of the Public Sphere Information Group, presented the City Council of Ann Arbor, Michigan a custom report detailing steps toward an egovernment strategic plan for that city.
eGovernment in Ann Arbor: A Report on Evaluating and Implementing Services (written by Kaylor and Randy Deshazo) presents findings from an evaluation of other cities as well as interviews with people involved in egovernment implementation in other cities. It provides a snapshot of what current "best practices" are so that the strategic plan that is developed can take advantage of the lessons and models of other cities.
The report provides eleven recommendations regarding services and functions that Ann Arbor should consider when designing its egovernment services:
- Develop a Detailed Strategic Plan
- Identify Leaders and Sponsors Committed to eGovernment
- Involve the Community in Shaping eGovernment
- Devise a Broad Marketing and Public Awareness Campaign
- Commit Resources to the eGovernment Effort
- Consider Organizational Changes Conducive to eGovernment
- Invest Wisely in Hardware and Software Systems
- Learn from the Experiences of Other Cities
- Push eGovernment Toward eDemocracy
- Take the Issues of Security and Privacy Seriously
- Make Efforts to Bridge the Digital Divide a Part of the eGovernment Strategy
