In the Summer 2001, Charles Kaylor, President and Executive Director of PSI Group, was contracted by the City of Ann Arbor e-Government Team to draft the City's e-Government Strategic Plan. The plan was intended to provide a blueprint for future activities related to Information Technology policy and procurement related to the e-government effort across all City Departments. As manager of this project, Kaylor's primary responsibilities were coordinating already existing efforts across different City departments and with public and private sector stakeholders throughout the City. The resulting document is a comprehensive checklist of projects necessary to maximizing the efficiencies potentially to be gained, improving constituent services and capturing potential cost savings and revenues that technological improvement and web-enablement of City functions and services offered through traditional means. A hallmark of the plan is its recommendation that the City's egovernment effort be paired with an overall process of an ongoing reorganization of City government and be implemented as a vital component of a Business Improvement Plan. Further the document hopes to serve as a blueprint for new modes of cooperation with other branches of government (most notably Washtenaw County, MI) and the University of Michigan. The e-Government Strategic Plan has received buy-in of Department Heads and will soon become a policy document for the City, pending final approval of Ann Arbor City Council and Mayor.
