The Public Sphere Information Group (PSI Group) has conducted a broad study of electronic government implementation across the municipalities in the St. Louis Area (Missouri and Illinois). The study was funded by HDR Engineering, Inc.
The St. Louis Regional Study is Municipality eGovernment Assessment Project (MeGAP) designed and conducted by the PSI Group, assesses the degree of implementation of services by cities across 55 different functions and services typically provided by municipalities. (> view entire report)
The 129 cities across 8 different counties (and two states) in the survey were selected by virtue of their being included by the US Census as the municipalities constituting the St. Louis Missouri-Illinois Metropolitan Statistical Area (MSA).
The overall findings of the study:
- Consistent with national trends, the larger municipalities are at or near the national leading edge of egovernment implementation
- There is a huge disparity across municipalities in terms of the quality of online services
- Geographic distribution of eScores shows that the inner ring of suburbs are consistently trailing the nation
- Farther flung municipal are far behind the rest of the region, showing that there is an urban-rural digital divide.
