The Public Sphere Information Group (PSI Group) has completed a broad study of electronic government implementation across the municipalities in the Twin Cities metropolitan area. The study was funded by HDR Management Consulting.
The Twin Cities Study is Municipality eGovernment Assessment Project (MeGAP) designed and conducted by the PSI Group, assesses the degree of implementation of services by cities across 55 different functions and services typically provided by municipalities. (> view entire report)
The study area includes all140 cities across the 7different counties that make up the Twin Cities Metro Council.
The overall finding of the study is two-fold:
- Consistent with national trends, the larger municipalities are at or near the national leading edge of egovernment implementation. Minneapolis ranks near the top among all US cities of any size. St. Paul is well above the current national average.
- There is a huge disparity across municipalities in terms of the quality of online services. This disparity is based to a large extent on size. The average regional eScore for the Twin Cities Region is 25. Among regional cities with populations under 10,000, that average drops to 10.
- Geographic distribution tells a tale. Implementation by larger suburbs on average outpaces that of farther flung municipalities in the region, showing a clear urban-rural digital divide.
